The Arbitration Committee ↗ is the panel of editors responsible for conducting the Wikipedia arbitration process ↗. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. :Okay. That's fair enough. I didn't like the way it opened, but you're fine. The rule of Wikipedia is "assume good faith" after all. I know that titles of office are always capitalized in official documents, correspondence, but in general the Wikipedia rule that I've seen is "governor of Virginia" unless you are referencing "Governor Smith", like you said.
