:Ok super sorry about that. In regard to the images I uploaded, I checked online and NY state assembly portraits are public records, which I thought wasn't covered by federal copyright law. I just like to cover elections on Wikipedia and it makes my life easier when I can put a face to a name. You said that the federal government work citation is invalid, what would be valid for these types of images.
