Meliza Haradinaj ↗ moved to draftspace

An article you recently created, Meliza Haradinaj ↗, does not have enough sources and citations as written to remain published. It needs more citations from reliable ↗, independent sources ↗. <small>(? ↗)</small> Information that can't be referenced should be removed (verifiability ↗ is of central importance ↗ on Wikipedia). I've moved your draft to draftspace ↗ (with a prefix of "<code>Draft:</code>" before the article title) where you can incubate the article with minimal disruption. When you feel the article meets Wikipedia's general notability guideline ↗ and thus is ready for mainspace, please click on the "Submit your draft for review!" button at the top of the page. <span style="background-color: #00A59C; color: black">'''Lefcentreright'''</span><span style="background-color:gold ; color: black">'''Discuss'''</span> 23:08, 7 June 2020 (UTC)

Your draft article, Draft:Meliza Haradinaj ↗

48px|left|alt=|link= ↗

Hello, DrAndCol. It has been over six months since you last edited the Articles for Creation ↗ submission or Draft ↗ page you started, "Meliza Haradinaj ↗".

In accordance with our policy that Wikipedia is not for the indefinite hosting of material deemed unsuitable for the encyclopedia mainspace ↗, the draft has been nominated for deletion. If you plan on working on it further, or editing it to address the issues raised if it was declined, simply {{edit|Draft:Meliza Haradinaj|edit the submission}} and remove the {{tlc|db-afc}}, {{tlc|db-draft}}, or {{tlc|db-g13}} code.

If your submission has already been deleted by the time you get there, and you wish to retrieve it, you can request its undeletion by following the instructions at this link ↗. An administrator will, in most cases, restore the submission so you can continue to work on it.

Thank you for your submission to Wikipedia! <!-- Template:Db-draft-notice --><!-- Template:Db-csd-notice-custom --> UnitedStatesian (talk) 14:35, 8 December 2020 (UTC)

30px|left|alt=Stop icon ↗ Your recent editing history at :Avdullah Hoti ↗ shows that you are currently engaged in an edit war ↗; that means that you are repeatedly changing content back to how you think it should be, when you have seen that other editors disagree. To resolve the content dispute, please do not revert or change the edits of others when you are reverted. Instead of reverting, please use the talk page ↗ to work toward making a version that represents consensus ↗ among editors. The best practice at this stage is to discuss, not edit-war. See the bold, revert, discuss cycle ↗ for how this is done. If discussions reach an impasse, you can then post a request for help at a relevant noticeboard ↗ or seek dispute resolution ↗. In some cases, you may wish to request temporary page protection ↗.

'''Being involved in an edit war can result in you being blocked from editing ↗'''&mdash;especially if you violate the three-revert rule ↗, which states that an editor must not perform more than three reverts ↗ on a single page within a 24-hour period. Undoing another editor's work—whether in whole or in part, whether involving the same or different material each time—counts as a revert. Also keep in mind that while violating the three-revert rule often leads to a block, you can still be blocked for edit warring&mdash;'''even if you do not violate the three-revert rule'''&mdash;should your behavior indicate that you intend to continue reverting repeatedly.{{Break}}'' ''<!-- Template:uw-3rr --> FozzieHey (talk) 15:19, 22 March 2021 (UTC)

2026 Kosovan parliamentary election ↗

Hello. I noticed you recently created the article for the 2026 Kosovan parliamentary election. I think it might be a bit premature to have a standalone article for this just yet, mostly because the situation is still pending a final decision from the Constitutional Court. As you probably know, Vetëvendosje has submitted requests to the Court regarding the presidential election process and is seeking the annulment of President Osmani's decree to dissolve the Assembly. Because of these pending legal challenges, snap elections cannot be officially called right now. Furthermore, according to the Constitution, a 60-day deadline has just started ticking and will last until May 4, giving the Assembly time to elect a new President. If they fail to do so by that deadline, only then is the Assembly automatically dissolved, which would officially trigger the snap parliamentary elections. Until the Constitutional Court makes its ruling and things become official, per WP:TOOSOON ↗, I believe it makes much more sense to redirect this page for now and cover all the current political developments within the scope of the existing 2026 Kosovan presidential election ↗ article. Once the court rules or the May 4 deadline passes without a president being elected, we can definitely restore and expand this article. FranéRogoz (talk) 19:26, 6 March 2026 (UTC)

:Hi! I have acted in accordance with what is official and with the decree of President Osmani. So far, the Constitutional Court has not imposed any interim measure that would annul the president’s decision. As long as there is no ruling by the Constitutional Court, this decision remains official and unchanged. If the Court rules in favor of VV, the article will be amended. All the best! President of Kosovo ↗

Hi. I noticed you've updated the President of Kosovo ↗ article to list Albulena Haxhiu as the current Acting President, but I believe this change is premature and should be reverted for the time being. Although the handover is scheduled for today, April 4, it is officially set to take place at 16:00 local time, meaning Vjosa Osmani remains the incumbent president for several more hours.https://www.gazetaexpress.com/en/After-5-years-at-the-head-of-state--Osmani-will-hand-over-the-task-to-Acting-President-Albulena-Haxhiu-tomorrow./ ↗ Per wikipedia WP:CRYSTAL ↗ policy, we shouldn't update officeholder status until the transition actually occurs, and even the current UTC server time is still showing April 3, so I suggest we wait for the official ceremony to conclude before marking Haxhiu as the incumbent. FranéRogoz (talk) 23:30, 3 April 2026 (UTC)

:Based on the Constitution of Kosovo, the office is assumed on 4 april, regardless of whether it is at 00:01 or 16:00; everything else is procedural and carries no weight. DrAndCol (talk) 23:41, 3 April 2026 (UTC)
:If you see it as reasonable, return it to the point where it was, it doesn’t matter, simply in Kosovo time; de jure, Ms. Haxhiu is the acting President. All the best! DrAndCol (talk) 23:46, 3 April 2026 (UTC)
::I think you jumped the gun here. First, by wikipedia official server time (UTC), it is still 23:56 on 3 april. But more importantly, from a legal and practical standpoint, de jure power doesn't just automatically shift at the stroke of midnight. In constitutional law, to avoid a "power vacuum" (a gap where no one is in charge), the incumbent president holds all official powers until the exact moment they physically hand over the duties or the successor officially assumes them. Up until 16:00 today, Vjosa Osmani is still the person legally responsible for signing laws or handling emergencies. Haxhiu cannot legally exercise presidential power at, say, 08:00 AM just because the calendar date changed. Since Wikipedia records events as they officially take effect rather than anticipating them, it's best to wait until 16:00. I'll go ahead and revert it for now as you agreed, and we can both update the articles once the ceremony is over. Best regards! FranéRogoz (talk) 23:57, 3 April 2026 (UTC)
:::From a legal standpoint, the end of the President’s mandate is directly linked to the time limit defined in the act of election. In this case, if the mandate is “from April 4, 2021 until April 4, 2026,” it is considered to have expired upon the commencement of the final date, namely at 00:00 on April 4, 2026. From that moment, the position of President is deemed vacant if a new President has not been elected and sworn in beforehand. In accordance with the constitutional order, in the absence of a sitting President, the mechanism for the temporary exercise of the office is immediately triggered by the competent authority (typically the Speaker of the Assembly). This acting capacity begins automatically, without the need for any additional formal act, as it derives directly from the Constitution. Ceremonial or administrative procedures, such as the oath-taking or formal handover, do not affect the legal moment of the mandate’s expiration, but only the practical aspects of the institutional transition. All the best! DrAndCol (talk) 12:15, 4 April 2026 (UTC)
::::Hi. While I understand your theoretical reasoning regarding the calendar date, constitutional law and state practice prioritize the continuity of government to prevent a power vacuum. A presidential mandate does not simply evaporate at midnight on the final day; the incumbent retains full executive authority until the exact moment the transition occurs, ensuring there is never a single minute where the state lacks a functioning head of state and commander-in-chief. Furthermore, on Wikipedia, we must rely on verifiable official actions rather than our own legal interpretations per WP:OR. The official press release from the Office of the President of Kosovo explicitly states that President Osmani will formally hand over her duties to Speaker Haxhiu today at exactly 16:00.https://shqiptarja.com/lajm/presidentja-osmani-perfundon-mandatin-sot-ia-dorezon-detyren-kryeparlamentares-haxhiu ↗ This confirms that Osmani legally holds the office and exercises its duties up until that specific time. Therefore, updating the infobox and succession boxes before the handover actually happens contradicts both the official institutional timeline and Wikipedia's core policy on verifiability, as well as WP:CRYSTAL. It is factually accurate and procedurally correct to wait until the 16:00 ceremony officially concludes before marking Ms. Haxhiu as the Acting President. FranéRogoz (talk) 12:31, 4 April 2026 (UTC)
:::::I understand your point regarding continuity of government and the need to avoid a power vacuum. However, the issue here is primarily one of legal interpretation rather than institutional convenience. The Constitution defines the end of the mandate in terms of date, not ceremony. Once that date is reached, the mandate has, ''de jure'', expired. Any subsequent procedural act (such as a formal handover at 16:00) serves to organize the transition in practice, but it does not extend the constitutional duration of the mandate itself. Moreover, if the continuation of authority were tied strictly to the ceremonial handover, this would create a problematic precedent: what if the incumbent refused to attend the ceremony or declined to hand over the mandate? The functioning of the state cannot depend on the personal willingness of an office-holder to participate in a formal act. The constitutional order must prevail independently of such circumstances, ensuring that the transfer of authority occurs automatically in accordance with the law. I will respect your position and wait until 16:00 in order not to make this issue more problematic. DrAndCol (talk) 12:46, 4 April 2026 (UTC)
::::::I really appreciate your willingness to wait until 16:00 so we can handle this smoothly and accurately. To address your specific points, while your hypothetical scenario about an incumbent refusing to step down highlights how the constitution might function during a crisis, we are currently documenting a standard, peaceful, and officially scheduled transition. From a strictly encyclopedic standpoint, arguing that the mandate automatically expired at exactly 00:00 based on a strict calendar reading falls under original research WP:OR, as it relies on our own legal interpretation rather than explicit sources. The Office of the President issued an official statement scheduling the formal handover of duties for 16:00 todayhttps://zeri.info/aktuale/617714/nisin-pergatitjet-e-fundit-per-ceremonine-e-dorezim-mandatit-nga-osmani-te-haxhiu-nbsp/?fbclid=IwZXh0bgNhZW0CMTEAYnJpZBExMVBQaUk0cjlDRnM5Z2F0dHNydGMGYXBwX2lkEDIyMjAzOTE3ODgyMDA4OTIAAR5amWfddy9u6VrA8CyOn_wfvL8-QdL4JoO8UBnWbFua1ILP99gk48n_o27-Wg_aem_2PBgPfvtzIZaS2lWHCun_A ↗, which serves as our verifiable proof WP:VERIFY that institutional continuity—and Osmani's presidential authority—is maintained until that exact moment. On wikipedia, we must reflect the concrete, verifiable timeline established by the state's own institutions rather than applying our own theoretical deductions about when a mandate "de jure" evaporates. Thanks again for the highly constructive discussion, and I look forward to updating the articles with you once the 16:00 transition is officially completed. Best regards!
