On this diff ↗ for :Thomas C. Mendenhall (historian) ↗, I thought birthplace alone meant inclusion in a WP for biographies. Being born and growing up there, isn't that enough for inclusion? :I don't think there is a policy on this, WikiProjects get to determine their own scope. I wrote an an essay ↗ about WikiProject scopes after reviewing 10,000 stubs for WikiProject Wisconsin, but succinctly, my thoughts are this: articles about people are within the scope of a state WikiProject if that person made some kind of quantifiable impact on the state. If a person was only born in, received an education in, or played for a sports team in a state, that is not enough for an article about that person to be considered relevant to that state's WikiProject. Mendenhall had no impact on Wisconsin, per his article. His contributions and claim to notability lie with Yale University and Smith College, thus, under this line of thinking, his state WikiProject(s) would best be Connecticut and Massachusetts.
