Buford

RE: "used by the U.S. Department of Justice, under the legal patina of Department of Labor"

I've been watching your generally fine edits to the Buford entry, but I don't think this is correct. The Bureau of Immigration was inside the Department of Labor. Justice collected information that Labor could act on or refuse to act on. Labor was responsible for the ultimate decision to deport or not to deport, as Louis Post showed in the spring of 1920 when as Acting Secretary of Labor he released hundreds of those seized by the Department of Justice.

The Buford was loaned by the Army to Labor. Labor was compliant and gave in to Justice in the '''decision''' to deport in 1919, as Post explains, but I don't think there's anything to justify "patina." And it's definitely incorrect as a ''matter of fact'' to say that the ship was "used by the Department of Justice." Rather: Labor, acting at the ''behest'' of Justice, decided to deport certain persons and to do so borrowed the Buford from Army.
