The page ''must'' stay ''out'' of any categories so long as it is outside mainspace, and this is ''not'' an optional rule that you're free to disregard or ignore.

You can provisionally list categories in your draft without affecting content categories by using one of the methods described here ↗.

As the page has had to be pulled out of categories twice in barely five minutes, ''do not'' readd it to categories again, because draft and sandbox pages are not allowed to be in content categories.
