USACE Public Laws
Concerning Flood Control Act of 1928 reference that you added, this is the only law that has any type of explanation. However, the explanation references just one part of the legislation. I'd recommend that the explanation is deleted. If you feel that the explanation is important (and it IS notable), it might be best to actually go under the main article Corps of Engineers civil works controversies.
