Magazine covers aren't automatically public domain so I'm concerned this is a copyrighted work. If it is still in copyright, you might need to have it deleted ↗. ::I couldn't see any clear copyright information for the magazine uploaded on archive.org but generally anything created or published in the 1980s in Australia would still be in copyright unless the original rights holders release a statement saying otherwise. You could reupload a small version of the image to Wikipedia as Fair Use, but not to Wikimedia Commons where images need to be available under an open license.
