Hi Hogyncyrmu,

I've remove your misplaced thread at WP:ANI ↗, but did want to say a couple of things, if you're open to advice from a stranger on the internet who has not looked at the actual conflict.
#Have you talked to him about this first? I don't know about Commons, but that's a requirement on English Wikipedia before you go to a noticeboard, and it might be the same there.
#Are you sure about the motives you're saying he has? It seems much of your complaint is based on assuming his motives. If you're wrong, it could blow up in your face. I'd double check you aren't assuming the worst.
#He is an admin on Commons, so ''severe'' misbehavior like you're describing seems a little unlikely. It's certainly possible, just unlikely. Be prepared that he might be correct on the underlying issue after all.
#Even assuming for the moment the worst, and you're right about his motives, it has been my experience on en.wiki (and is likely true on commons as well) that it's best to be pretty dispassionate in your noticeboard report. It can turn some people off, who (if you're right) would have been willing to help.

It appears to me to be a mandatory archaeological survey by a developer – a routine occurrence that must happen thousands of times every year around the UK – revealing unidentified features of minor significance at best.
