::Unless I've missed it, there's not actually a requirement to start with level 1 (and indeed, we have the "only warning" templates that suggest this is the case.) Given the user's aggressive statements on several fronts making up a significant portion of their activity, I felt it best to start with something besides the most genteel, but short of the "warning" level.
