Using minor edits incorrectly

On Wikipedia, "minor edit ↗" refers only to superficial edits that could never be disputed, such as fixing typo ↗s or reverting obvious vandalism ↗. The structures of both articles are exactly the same, the MCC page which was erected in <bdi>2 March 2015 ↗ has no citations and references, yet it was not moved or converted into a draft, the CCA and MCC articles has both the '''(Top)''', '''History''' and '''Academic departments''', so how can the CCA article seems like a "'''promotional and reads like an advertisement'''" when the MCC has this already?</bdi>
