::We can't cite other wikipedias as sources on enwiki, and even so, the nested table format isn't what is expected on enwiki. Simple as that. Also there are some awards listed there that are redundant in presentation. I also stated that this is in contrary to MOS:TABLES ↗. As for why it is on Mark Milley ↗'s page, it could have been grandfathered in before the visual layout exclusion was written into the guidelines.
