Though adjoining Panchkula city/ urban area, it is not a part of the city, take a look at Panchkula maps, it does not cover Chandimandir. The Cantt came up even before the city existed. Instead, the software used by Wikipedia has a feature that allows pages to be ''moved'' to a new title together with their edit history.
